"Mr. Speaker, I rise on the House floor this evening to discuss Pakistan's recent designation as a 'major non-NATO ally.'

"Last week, Secretary of State Colin Powell visited India and Pakistan to support the efforts that have been made by both nations to seek peace. For the first time in decades, relations between India and Pakistan were easing and as a result, confidence-building measures (CBMs) were being established, such as transportation across the border and cricket games between the countries.

"I strongly oppose the Bush administration's recent rulemaking that seeks to rewrite a long-standing rule under the Surface Mining Control and Reclamation Act (SMCRA) that will give coal companies more flexibility by basically removing the protection of a stream buffer zone.

"The Bush administration claims that this new rule will 'streamline' the permitting process, and 'clarify' the existing regulations. It will not. The administration also claims that their new rule will 'minimize' the effect of coal mining on streams. It will not.

Washington, D.C. --- 41 members of the U.S. House of Representatives today sent a letter to President Bush urging him to place the plight of Jewish Libyan refugees on the agenda during U.S. negotiations with Libya. The request comes in response to recent statements by Libyan leader Col. Moammar Qaddafi and his son, Saif al-Islam, that have signaled that the Libyan government is open to allowing former Libyan Jews to return to Libya and acknowledge the need to address the matter of compensation.

"Last week, the Helsinki Commission, also known as the Commission on Security and Cooperation in Europe, held a hearing on the issue of Policing in Northern Ireland. I want to commend the commission for holding this hearing on this timely issue and to add my voice to a growing list of influential individuals who have called on the British Government to reform the Police Service of Northern Ireland (PSNI).

Secretary General Kofi Annan today to voice their concerns about several provisions now included in the Secretary General's plan that they believe negatively impact the Greek-Cypriot community and could make it extremely difficult to govern the island nation. Frank Pallone, Jr. (D-NJ), the ranking Democrat of the House Subcommittee on Fisheries Conservation, Wildlife, and Oceans, today raised concerns on the future of the Atlantic striped bass fishery and expressed his apprehension about reopening the Exclusive Economic Zone (EEZ) to commercial fishing. The New Jersey congressman voiced his concerns at a subcommittee hearing today on the reauthorization of the Atlantic Striped Bass Conservation Act (H.R. 3883).

Washington, DC --- U.S. Reps. Frank Pallone, Jr. (D-NJ) and Rush Holt (D-NJ) announced today that they'll be hosting a town hall meeting later this month to discuss Fort Monmouth's future and their efforts to expand the Fort's mission beyond 2005. The town hall meeting will be held on Saturday, March 27, at 2 p.m. at the Eatontown Borough Community Center. It is open to all who are interested in the role the Fort plays in our national security and in the lives of New Jerseyans.

Long Branch, N.J. --- U.S. Rep. Frank Pallone, Jr. (D-NJ) today announced a new engineering plan for the Deal Lake Flume that would allow the herring population access to Deal Lake, but would not affect wave patterns. The agreement was reached last Friday at a meeting at Pallone's Long Branch office between the New Jersey Department of Environmental Protection (DEP), the Asbury Park Fishing Club, the Jersey Coast Anglers Association, and the Shark River Surf Anglers.
