Pallone Supports Homeland Security Bill that Changes Funding Formula for First Responder Grants

May 12, 2005

"Today, the House approved crucial legislation that for the first time ensures homeland security funding for first responders is distributed on the basis of risk, not strictly on the basis of population.

"Terrorists don't pick their targets arbitrarily. We all know that New York and New Jersey face more risks than any other two states in the nation. And yet, the current funding formula provides as much first responder funding to the state of North Carolina as it does to New Jersey, simply because both states have roughly the same population.

"Under the current formula, New Jersey's first responders are being short-changed. With its unique location along the shore, its close proximity to Manhattan, and its high number of chemical facilities, New Jersey is entitled to more federal funding to properly defend itself against future terrorist threats.

"By changing the formula, the House is recognizing that states like New Jersey face greater security challenges than other states, and are simply entitled to more money to meet their security needs. I hope the Senate realizes that not all states face the same threat levels and follows our lead in sending first responder resources to the areas where they can provide the most help in fighting terrorism."
